the main reason of flickring of monitor if your vga or hdmi cable is ok is your RAM if your RAM is not good then it affects the monitor but if your ram is ok then the reason is that your ram doesn't getting enough power to fix this check your power cord and your power supply if power supply is not good then when you increase your ram frequency then you see power failure every time when you turn your pc on...checking power supply then it fix your problem:)
